I would imagine a client wanting to edit the page themselves. This, in practice, would mean seeing the site on https://dashboard.mailerlite.com/sites, but only the ones having access to. Also the Overview and edit button would be available. I'm mostly thinking clients who might change a little text once a month or quarter. Or they are writing their own blog, but want someone else to do the site.
I can not imagine how user access should be organized, it's not really my area of expertise. Perhaps workspaces, then it would be easy to give access to subscribes, products, campaigns, automations and forms sections as well. For an agency there is not really a practical way to handle customers, other than having separate accounts for each one. When having unlimited users on the advanced plan, it would make sense to have these features available for clients.
